ADDRESS ORGANIZATIONAL DESIGN AND MANAGEMENT INFRASTRUCTURE TO CREATE A MORE AGILE CULTURE

After the overall strategy is designed, we will streamline all departments and programs.  This will help stop the disease of excess that infects pretty much every federal department and agency.

For example, in 2012 there were at least 92 federal programs designed to help lower-income Americans, for a combined cost of $799 billion to the American taxpayer.  This included 28 education and job-training programs ($94.4 billion), 17 different food-aid programs ($105 billion), and over 22 various housing programs ($49.6 billion).  There were seven federal agencies involved in "Education and Job Training" and seven involved in the category called "Social Services."  Read the entire report here.

With Operation Overhaul, all of the programs that help lower-income Americans will now be under the jurisdiction of the Department of Health and Human Services, with the exception of the 22 housing programs (the Department of Housing and Urban Development will administer those).  Not exactly rocket science, right?  This is really not that hard.
